Completing the application for an exemption certificate

Applications for exemption certificates must be completed through the Client Portal.

When completing the "Exemption certificate application (electricity use method)" form ensure:

  • you attach all required documents to the application and name them logically. For example, if your attachment relates to a question on the Site Details (section 6) page of the form label it in a way that we know what question it relates to and the shorted title of the document - Section6SiteMaps
  • each relevant person in your company has access to the Client Portal, and
  • you keep a copy of the application for your company records. Only the person who submits the application has access to view the application later.

The "Exemption certificate (electricity use method)" form in the Client Portal is made up of the following sections:

  1. Before you start
  2. Applicant details
    • Enter all company details, including postal address.
  3. Executive officer(s) and organisation contacts
    • Nominate officer contacts. You can use the same officer contact as the executive officer, primary contact officer and the secondary contact. But you need to ensure that the primary contact is the officer who lodges the application in the Client Portal. This means the primary contact will receive requests for information.
    • Tip: Ensure you manually enter a "Position" or select one from the dropdown menu for the contact.
    • Tip: Talk to your staff and work out who is the executive officer, primary contact and secondary contact and get their individual Client Portal user ID and email address. This is their CERXXXXXX ID and email. They can see this in their Client Portal user account on the "My Details" page.
    • Tip: When you click the "Add existing client portal user" button you will need the individual's Client Portal user ID and email.
  4. Prescribed person
    • Verify and provide evidence of how you are eligible to apply for an exemption certificate.
  5. Liable entity details
    • Provide details for your electricity retailer.
    • If applicable, nominate document permissions to liable entity staff members with a Client Portal user ID with a role of liable entity primary contact. Document permissions include:
      • exemption certificate letter. This shows the use amount formula that determines the amount of exemption in megawatt hours (certifiable amount) you are eligible for. Both you and your liable entity receive a notification in the Client Portal with a link to the PDF.
      • determine the amount of exemption (use amount). This is relevant to submitting data for your use amount formula. Submit data under the My Connections > Exemption Certificates area of the Client Portal.
      • notice of certifiable amount letter that shows the certifiable amount. Both you and your liable entity receive a notification in the Client Portal with a link to the PDF.
  6. Site details
    • Enter information about the site.
    • Upload relevant documents. This must include emissions-intensive trade-exposed (EITE) activity maps, onsite generator details, line diagrams/schematics (including meter locations), meter identifiers, accuracy calculations, if applicable.
    • Tip: if you are applying for one EITE activity that is conducted over several sites you will need to apply as an activity group and lodge an application for each site. Note: save and record the application ID reference as this will be required for activity group applications.
  7. EITE activity
    • Provide applicable information about your EITE activity, this may include maps or process flows.
  8. Exemption determination
    • Add details relevant to the use amount formula that will calculate the certifiable amount.
    • You must provide a basis of preparation document explaining why your use amount formula is appropriate for the site and EITE activity. This includes meter network identifiers (for example, your customer meters) whether you use them for the use amount formula or not.
    • You must provide accurate details about meters and other elements.
    • Nominate your 12 month period and explain what it is appropriate for your site.
  9. Audit report
    • You will need to attach an audit report if your facility's exemption is 15,000 megawatt hours or more in your nominated 12 month period and it is the first application for an exemption certificate for the facility under the electricity use method.
  10. Declaration
    • The individual who creates the form can either:
      • Lodge the form. In this case the individual becomes the form submitter and is the individual who receives notifications about the application and can see the application in the future.
      • Lodge the form on behalf of the nominated signatory. In this scenario, another person will become the form submitter and is the individual who receives notifications about the application and can see the application in the future.
    • Tip: ensure the primary contact lodges the form and selects Print sign and upload the application. This ensures that the primary contact receives notifications about to the application and can see the application later.
